Do I summon a copy the turn I first summon the Locusts?
Yes! At the end of the turn you first summon them, they will see that there are no "new" Locusts (meaning Locusts summoned by the triggered ability), and thus summon a copy. The following turn if you still have two in the realm, you'll only get one more.
